Operating Rules of the Buildings of the CAO CAS

Article I.

Introductory Provisions

  1. These Operational Regulations apply to the buildings situated at Národní 1009/3-5 and Národní 1011/7, including the adjacent underground garages and the inner courtyard areas (hereinafter referred to as the “Building(s)”). These are three structurally and functionally interconnected buildings. The owner, operator and administrator is the Centre of Administration and Operations of the Czech Academy of Sciences, public research institution, Company ID No. 60457856, with its registered office at Národní 1009/3, 110 00 Prague 1 (hereinafter referred to as the “CAO”, the “Administrator”, or the “Owner”).

  2. The Buildings are registered in the Register of Immovable Cultural Monuments under registration number 38842/1-436 in accordance with Act No. 20/1987 Coll., on State Heritage Preservation, as amended, and are situated within the Prague Heritage Reservation declared by Government Regulation No. 66/1971 Coll., on the Heritage Reservation in the Capital City of Prague, as amended.

  3. The purpose of these Operational Regulations is to define the basic rights and obligations of the Operator’s employees and visitors, tenants, employees of supplier and service companies and other persons constituting the public, i.e. all persons other than the Operator and its employees or persons designated by it (hereinafter referred to as the “Public”). These Operational Regulations further establish procedures for emergency situations, i.e. events threatening life, health or property.

  4. Every person entering the Building premises shall comply with these Operational Regulations, fulfil the obligations arising therefrom and follow the instructions contained herein. The Administrator or a person authorized by the Administrator is further entitled to issue operational instructions to persons entering or staying in the Buildings, monitor compliance with these Regulations and coordinate activities carried out within the Buildings.
      

Article II.

Building Access and Movement / Operating Hours

  1. Access to the Buildings is permitted on working days from 06:00 to 20:30:

    1. Employees of the CAO and the Library of the CAS by registering via the attendance terminal located behind the reception desk.

    2. Holders of academy-wide access cards (yellow stripe), including CAS officials.

    3. Visitors, employees of other tenants and members of the public must report to reception and state the purpose of their visit.

  2. Access to the Buildings on working days from 20:30 to 06:00 and on weekends and public holidays is permitted to:

    1. Persons expressly authorized in writing by the Director of the CAO or the Head of Operations Department.

    2. Holders of academy-wide access cards.

    3. Visitors attending pre-announced or extraordinary public events.

  3. Access to non-public areas is permitted only to authorized persons.

  4. Entry with a bicycle is permitted after notification at reception. This does not apply to electric bicycles and other electric mobility devices, which are prohibited.

  5. Access to the courtyard is permitted only to CAO employees, tenant employees or persons holding an entry permit.

  6. An employee leaving a room in which no other person remains must properly lock the room.

  7. Toilets located in the foyer cloakroom area are intended only for employees, library visitors, official visitors, event participants and bistro customers.

  8. The Building operator may order any person to leave the Building immediately if that person is under the influence of alcohol or drugs, violates the smoking ban, obstructs access routes, behaves disruptively, damages property or exhibits risky behaviour.

  9. The following are prohibited within the Buildings: smoking and the use of e-cigarettes, including heated tobacco and other similar products, alcohol consumption outside designated areas, begging, unauthorized selling, demonstrations, damaging property, blocking emergency exits, leaving belongings unattended, littering, using roller skates, bicycles, scooters or skateboards, charging electric mobility devices, excessive noise, unauthorized animals, and remaining in the Building beyond authorized access times.

  10. The following activities are permitted only with prior approval of the Operator:

    1. Carrying out commercial activities.

    2. Distributing leaflets, displaying posters, selling goods or services, or promotional activities.

    3. Taking commercial photographs, making audio recordings or filming.

    4. Conducting surveys, marketing research, signature campaigns, collections or charitable events.
        

Article III.

Use of the Building by Tenants

  1. Tenants shall use the allocated premises solely in accordance with and under the conditions specified in the lease agreement concluded between the Operator and the Tenant.

  2. Any structural modifications, interventions in building structures, technical equipment or the interior shall be subject to the prior approval of the Operator.

  3. Tenants are responsible for maintaining order, safety and the protection of property within the allocated areas of the Building.
     

Article IV.

Fire Safety

  1. Every person shall comply with the Building Fire Safety Regulations and act in a manner that does not cause a fire, endanger the life and health of persons or animals, or result in property damage.

  2. In the event of a fire or other emergency, the Fire Alarm Guidelines and Fire Evacuation Plan, displayed in publicly accessible areas of the Building, must be followed.

  3. If a fire alarm is declared and evacuation is required, all persons must leave the Buildings using the designated emergency escape routes and follow the instructions of the evacuation coordinator (fire reporting point), emergency services personnel, and the Operator’s employees.
      

Article V.

Physical Security, Improvised Explosive Devices and Ammunition

  1. Security of the Buildings is provided continuously by employees of an external security service. Security officers carry out patrols, monitor the surroundings of the Buildings and ensure the protection of property, facilities, life and health in order to prevent disruption or threat to the proper operation of the Buildings.

  2. In the event of an emergency that may endanger life, health or property, every person is obliged to immediately inform the Police of the Czech Republic, security personnel or the Operator’s employees present in the Building.

  3. In the event of an emergency, the security officer shall secure the affected area until the arrival of the emergency services. Security personnel may request assistance from other persons in the Building.

  4. Security personnel are entitled to request proof of authorization to enter the Building, an employee identification card or another document proving the right to be present in the Building.

  5. Keys to all rooms and other premises are kept by the security service. Unauthorized duplication of keys and removal of master or group keys from the Building are prohibited.

  6. Issuing, Authorised Lending and Returning of Keys:

    1. On the first day of employment, where applicable, the responsible manager shall hand over a key to the assigned office or work area.

    2. Upon termination of employment, the employee shall return all keys to the responsible manager without delay.

    3. Keys to technical premises may only be lent to authorized persons.

    4. So-called safe keys may only be lent with the written consent of the Head of Operations Department or the user of the premises.

  7. Suspicious package, explosive device and ammunition procedures:

    1. Every person should monitor their surroundings for unattended or suspicious objects.

    2. Upon discovering a suspicious object, every person shall act calmly and prudently to prevent panic.

    3. Until proven otherwise, any such object shall be considered suspicious.

    4. Suspicious objects or dangerous substances must not be touched or handled in any way.

    5. Persons should calmly move away from the location without unnecessary delay.

    6. Unauthorized persons must be prevented from accessing the hazardous area.

    7. Every person shall report any threat or discovery of a suspicious object to emergency numbers 158 or 112 and to the fire reporting point (reception desk).

    8. After reporting, all persons shall follow the instructions of emergency services, the Police of the Czech Republic and the Fire Rescue Service.
        

Article VI.

Organizing Events in the Main Building Conference Halls

  1. The Building contains multifunctional conference facilities intended for lectures, seminars, meetings, conferences, workshops, exhibitions, press briefings and other educational and social events, including events open to the public. These facilities include, in particular, halls No. 108, 205 and 206, the exhibition hall and other areas designated by the Building Operator. The Conference and Hotel Facilities Division CHFD is responsible for the operation of the conference halls. CHFD coordinates reservations, technical support, handover of premises for use and compliance with these Operating Regulations and the Conference Hall Operating Rules. Event organizers are responsible for compliance with occupational health and safety regulations, fire protection requirements, personal data protection, property protection and the proper conduct of events. Event organizers shall ensure that participants are informed of safety and evacuation procedures and do not enter areas of the Building not intended for public access.

  2. Event organizers who arrange photography, audio recordings or audiovisual recordings during an event shall ensure that participants are informed about the processing of personal data in accordance with Regulation (EU) 2016/679 (General Data Protection Regulation - GDPR).

  3. Audiovisual, projection and recording equipment may be used only with the approval of CHFD. Handling of hall equipment is permitted only to authorized persons. The use of private equipment that does not comply with applicable standards and regulations is prohibited.

  4. Detailed procedures and obligations of organizers and visitors attending events in the Building conference halls are governed by the Conference Hall Operating Rules, which form an annex to these Operational Regulations.

Article VII.

Entry and Parking of Motor Vehicles

  1. Access for motor vehicles is permitted from Národní Street No. 1009/5 through the passageway into the courtyard. Entry is allowed only to vehicles used for deliveries, municipal waste collection, suppliers, and vehicles with contractual parking rights or one-time permits granted as an exception. The entrance gate is operated by security personnel, who are also authorized to inspect persons inside vehicles and, where appropriate, the contents of the load.

  2. Another entrance to the Building is provided for service vehicles from Krocínova Street, leading to the CAO underground garages. On working days, inspection of vehicles and persons in these areas is carried out by the head of the vehicle operations unit or a person authorized by them. In their absence, these duties are performed by a security officer.
      

Article VIII.

Use of Elevators

  1. Operating instructions, including procedures to be followed in the event of a malfunction, are displayed in every elevator.

  2. Elevators may be used independently by persons aged 12 years and older.

  3. If visitors, tenants or employees discover that any equipment is not functioning properly, they shall report the issue to the building reception desk or the maintenance dispatch center at telephone number 221 403 493.
      

Article IX.

Lost and Found

  1. Any found item, except for a suspicious object (see Article V, Section 7), may be handed over to an employee of the Operator (reception desk or security service).

  2. In the event of loss of an item or luggage, a person may inquire with an employee of the Operator (receptionist or security officer) whether the item has been found within the Building. If found, it shall be returned to its owner.
      

Article X.

First Aid

  1. First aid shall be provided by the rescuer, i.e. the person who first notices an injured or otherwise affected person, or by other persons present at the scene. Before providing first aid, the rescuer must assess the situation and any risks to their own safety and the safety of others. A lay rescuer is not obliged to provide first aid if doing so would endanger themselves or another person. In such cases, they shall act according to the specific circumstances. Timely and proper first aid can not only reduce the consequences of an injury but also prevent an immediate threat to life. Serious incidents shall be reported via the emergency telephone number 155.

  2. A first aid kit and an automated external defibrillator (AED) are located at the building reception desk.

Article XI.

Access for Persons with Reduced Mobility

  1. Access for persons with reduced mobility is provided through the courtyard entrance of the Building at Národní 1009/5. A bell is installed at the entrance to summon security personnel, who will provide access to the ground-floor corridor and subsequently to the Building by operating the wheelchair lifting platforms. The Building is equipped with sanitary facilities for persons with reduced mobility. Information regarding the location of these facilities is available from the building reception desk.
       

Article XII.

Final Provisions

  1. This document is binding on all persons present in the Building.

  2. The current version of the Building Operating Rules is available at Operations Department and at the Building reception desk.

  3. The Administrator reserves the right to amend the Building Operating Rules.

  4. Other matters not specifically addressed herein shall be governed by the current internal regulations of the Building Owner and the laws of the Czech Republic.

  5. Annexes No. 1-4 form an integral part of the Building Operating Rules of the Centre of Administration and Operations of the Czech Academy of Sciences.
